Is BigQuery cheap?

Per query, often. In total, only if you manage it. The most common problem we find is one large table with no partitioning being scanned repeatedly by a scheduled job nobody owns any more.

Do we need Looker if we have BigQuery?

You need somewhere that defines what each number means. Looker is a good option for that. It is not the only one.
